The inaugural Place Intelligence Index™ from Journeys Unpacked is our attempt to measure something that most travel rankings ignore: a destination's ability to reward curiosity.
Rather than evaluating comfort, affordability, luxury, or visitor satisfaction, the Place Intelligence Index™ examines the depth of knowledge, culture, history, ritual, craftsmanship, and human experience available within a place.
Some destinations offer beautiful experiences. Others offer entirely new ways of understanding the world. This year's ranking identifies ten cities that continue to function as living repositories of culture, memory, knowledge, and identity. These are the places where history remains visible, traditions remain practiced, and curiosity is consistently rewarded.

How we Built the Index
The Place Intelligence Index™ evaluates cities across seven dimensions:

Each city receives a score across all dimensions, creating a maximum possible score of 140. The inaugural index draws on academic research, UNESCO records, museum and cultural institution databases, destination studies, historical archives, and editorial evaluation.
The goal is not to identify the world's most comfortable cities. The goal is to identify the places where travelers can learn the most.
WHAT THE RESULTS REVEAL
Several patterns emerged from the inaugural research. Cities with multiple visible historical layers consistently outperformed those with shorter or less accessible historical records. Living craft traditions proved to be one of the strongest indicators of Place Intelligence performance. Kyoto, Fez, Oaxaca, and Varanasi all benefited from communities that continue to practice, rather than merely preserve, traditional knowledge.
The findings also challenge a common assumption about travel. The most rewarding destinations are not always the easiest destinations. Many of the highest-ranked cities demand patience, curiosity, and engagement from visitors. Yet those demands often produce deeper and more memorable experiences.

The Place Intelligence Index™ is not designed to rank destinations against one another. It is designed to highlight a different way of thinking about travel. At a time when destinations increasingly compete on convenience, luxury, and accessibility, the cities in this ranking demonstrate the enduring value of cultural depth.
They remind us that travel is not simply about movement. It is about understanding. And some places remain better teachers than others.
