On September 30, 2024, Singapore did something no country had done at scale before. It suspended the passport requirement for departing residents at all four Changi Airport terminals.

Not retired it. Not made it optional for a small group and turned it off for every Singapore citizen, permanent resident, and long-term pass holder leaving the country, replacing it with a combination of facial and iris biometrics that the Immigration and Checkpoints Authority had spent four years building, testing, and gradually expanding from a single terminal to the entire airport. 

Within 15 days of the full rollout, 1.5 million travelers had cleared immigration without presenting a physical document. The average clearance time dropped from 25 seconds to 10 seconds. The line that used to form at the passport readers simply did not form.

A traveler who cleared Changi on one of those first mornings described it afterward as mildly disorienting, not because anything went wrong but because nothing happened. She walked toward the gate, the scanner read her face, the light turned green, and she was through. The interaction that she had been performing at every border since childhood, the presentation of the document, the officer’s glance, the stamp, simply did not occur. She was halfway to her gate before she registered that it was over.

The passport did not disappear. Residents still carry it. Airlines still require it for boarding. Foreign visitors still present it on arrival. But the document that has been the primary instrument of international identity for over a century was, on that morning in Singapore, no longer necessary to leave the country that issued it.

That is the moment the transition began in earnest.

THE ARCHITECTURE BEING BUILT

What Singapore implemented is the leading edge of a global infrastructure project that has been under construction for two decades and is now moving faster than most travelers have noticed.

The technical foundation is the ePassport, the biometric passport with an embedded RFID chip that has been the standard for new passport issuance since the mid-2000s. More than 130 countries now issue them. The chip stores the same information as the visual data page, plus additional biometrics like fingerprints, in a format that can be read and verified by any compatible scanner anywhere in the world. The ePassport did not eliminate the physical document. It made the physical document into a container for a digital identity.

The next layer is the Digital Travel Credential, or DTC, a framework developed by the International Civil Aviation Organization, the United Nations body that governs international air travel standards. ICAO published its high-level guidance on DTCs in 2024, describing a three-tier system. Type 1 credentials are derived from an existing passport and stored on a smartphone. Type 2 and Type 3 credentials are fully digital from issuance, with no physical document required.

In April 2025, ICAO replaced its existing public key infrastructure with a next-generation platform designed to support digital credential verification alongside traditional ePassport inspection. The practical meaning of that sentence is this: the international standards body is now laying the plumbing for a system in which a smartphone loaded with a cryptographically verified digital identity becomes a legally recognized travel document. Not everywhere. Not yet. But the standards are being written now, and the countries that move fastest will define what the system looks like for everyone else.

WHO IS MOVING FASTEST

Singapore is the operational leader. Its passport-free system at Changi is the most complete real-world deployment of biometric border clearance, and the numbers it has produced are unambiguous. The 60% reduction in per-traveler clearance time is not a pilot result or a projected figure. It is the measured output of a system processing the actual passenger volumes of one of the world’s busiest transit airports.

The UAE is moving on a parallel track. Dubai’s airports have been expanding biometric processing since 2018, and the UAE Pass, the country’s national digital identity platform, integrates with border systems, already reducing friction for registered users. The direction is clear, even if the pace is slower than Singapore’s.

The European Union is building something more complex and, as a result, slower. The EU Digital Identity Wallet, targeted for rollout in 2026, is designed to give every EU citizen a standardized digital identity usable across all member states for both domestic and travel purposes. The scale of the project, 27 countries, multiple languages, divergent privacy legal frameworks, and the requirement for cross-border interoperability, means it is advancing more carefully than the single-country implementations in Asia. But the destination is the same.

The US is the most conspicuous laggard among major travel nations. The Mobile Passport Control app has been available since 2014 and speeds customs processing at selected US airports. Still, it explicitly does not replace the physical passport and covers a narrow slice of the overall border experience. TSA has been expanding facial recognition at domestic airports, with mixed public reception and active pushback from civil liberties groups. The architecture of US border management, fragmented across CBP, TSA, the State Department, and individual airlines, makes the kind of coordinated infrastructure buildout that Singapore achieved structurally more difficult.

THE GAP BETWEEN WHAT IS BUILT AND WHAT IS ALLOWED

The technology is not the constraint. The technology has been ready for years.

What has been slower is the legal and regulatory infrastructure that turns a technical capability into a recognized instrument of identity at an international border. A biometric system at a single airport is a national implementation decision. A digital travel credential that works at every border in every country requires bilateral and multilateral agreements on data standards, verification protocols, and privacy protections that take years of negotiation to produce.

This is why the current state of the transition is precisely what it is: fast inside single countries, slow between them. A Singapore resident can clear Changi without a passport. They still need that passport when they land in London, New York, or Tokyo. The outbound border has been modernized. The inbound border has not.

The practical consequence for the traveler is a period of dual-system navigation that, by most estimates, will last through the early 2030s. Physical passports remain necessary for international arrivals in most countries. They are becoming optional for departures in the countries that have built the infrastructure to replace them. The traveler who understands this distinction will know which line to join.

THE CONCERN THAT WILL NOT GO AWAY

The expansion of biometric border systems has not happened without opposition, and that opposition does not come only from privacy absolutists.

In India, the Digi Yatra facial recognition boarding system, now active at more than 24 airports, was found in independent surveys to have enrolled roughly one-third of its users without their knowledge. The system was designed as opt-in. The implementation was not consistent.

In the United States, the Electronic Frontier Foundation has documented the expansion of TSA facial recognition at domestic airports and challenged the adequacy of the opt-out procedures available to passengers who do not wish to submit to facial scanning. The opt-out exists. Finding it requires knowing how to ask.

The broader concern is structural. A biometric border system, as a byproduct of its operation, creates a database of the movements of everyone who passes through it. How that database is stored, who has access to it, how long it is retained, and under what circumstances it can be shared with other agencies or other governments are questions that most governments have answered less clearly than they have answered the efficiency questions.

When the border control system at Singapore’s Johor Bahru crossing failed in late 2024, travelers waited up to 4 hours in line while officers manually cleared them. The system recovered. The incident illustrated something worth keeping in mind: a border infrastructure that runs on biometrics and digital credentials is also a single point of failure that a paper passport does not share.

WHAT THE FREQUENT TRAVELER NEEDS TO DO NOW

The transition is real, underway, and rewards preparation.

Enroll in your country’s trusted traveler program if one exists. Global Entry in the US, the Registered Traveler program under Singapore’s ICA, and equivalent programs in the UK, Australia, and the EU all provide pre-vetted biometric registration that unlocks the faster lanes as they are built out. The enrollment process is a one-time investment that compounds across every border crossing for the life of the credential.

Understand what your passport’s chip contains. The RFID chip in any ePassport issued in the past decade stores your biometric data in a format that digital systems can read without the physical document being present. This is the technical basis for the DTC framework. You already have the underlying credential. The infrastructure to use it without the physical container is being built around you.

Carry the passport anyway. At most international borders in 2026, the physical document is still required and will remain so for the foreseeable future. The transition is happening first at departures, at airports in countries that have made the infrastructure investment, for travelers who are already enrolled in biometric systems. Everywhere else, the document in your pocket remains the operative instrument.
